Ramsey County Housing and Redevelopment Authority (HRA) encourages all low-to-moderate income individuals and businesses that employ low-to-moderate income workers in construction and related service trades, to complete Section 3 Certification forms.

Note: If you have been certified by one of the other local governments in the Twin Cities, you may forward that information to be included on Ramsey County’s list.

Section 3 is part of the Housing and Urban Development (HUD) Act of 1968 and encourages economic opportunities such as employment, training and education and contracts and business opportunities be given to low-to-moderate income and very low-income persons who live in the area where a HUD-assisted project is located.

Although local governments in the Greater Minneapolis-Saint Paul area are working to develop a region-wide certification process, until that happens we are creating lists of eligible businesses and workers independently. The Ramsey County HRA will be using its list primarily to support construction activity in suburban Ramsey County communities, including single-family housing rehabilitation, new multifamily housing construction or other construction where federal funds are used.
