2019 supplemental budget submitted to county board

On Aug. 7, Ramsey County Manager Ryan O’Connor presented the proposed 2019 Supplemental Budget of $738 million to the board of commissioners. No change is proposed to the 4.3 percent property tax levy increase that commissioners approved in Dec. 2017 for the 2018-2019 budget.

Overall, the proposed 2019 supplemental budget totals $737,799,770, an increase of about $1.5 million over the budget approved in Dec. 2017. Funding sources for this increase are split between additional grants received and the use of reserves.

In 2019, the property tax levy of $312,426,797 will continue to fund about 42 percent of the budget. The other primary revenue sources are intergovernmental revenue at $200.3 million (27 percent of total revenue) and charges for services at $159.7 million (22 percent of total revenue).

Budget hearings

Over the next several weeks, the board of commissioners will conduct budget hearings with Service Teams and departments. Unique to Ramsey among Minnesota counties, in supplemental budget years departments provide updates on their performance measures – quantifiable goals that support the county’s mission and Strategic Plan.
