2022 road construction and maintenance projects announced

Ramsey County Public Works will lead or support numerous construction and maintenance project across the county during the upcoming 2022 roadwork season.

In January, the board of commissioners approved $52 million in funding for roadway, bridge, trail and sidewalk construction in 2022. This year’s projects will improve travel and commerce throughout communities in the east metro and improve safety conditions for motorists, bicyclists, pedestrians and transit users.

Most projects will begin in the summer. Updates will be provided online and via an interactive map as construction season progresses — including detours and timelines. Subscriptions for project updates via email and text message are also available.

Major projects

  • Cleveland Avenue reconstruction between Como and Larpenteur avenues – The $7 million project in Saint Paul and Falcon Heights will include replacing deteriorating pavement, modifying the road layout and replacing stormwater infrastructure, water main and sewer lines. The new road layout will include one driving lane in each direction, one bike lane in each direction and a multi-use path on the east side of the road to improve safety for all road users.
  • Lexington Avenue reconstruction between County Road E and I-694 – Work will include replacing deteriorating pavement, traffic signals, and water and sewer lines along this heavily trafficked road in Arden Hills and Shoreview. The $12.5 million project will also include adding a center median to increase safety and improving pedestrian and bicycle facilities.
  • Lexington Parkway extension to Shepard Road – Lexington Parkway will be extended from West 7th Street to Shepard Road in Saint Paul. This builds upon work in 2020 and 2021 to realign and reconstruct Lexington Parkway near West 7th Street to improve safety and traffic flow. The design will utilize the existing Elway Street as part of the extension and include a mini-roundabout at the Montreal Avenue intersection – the first to be constructed in the city.
  • South Shore Boulevard reconstruction and trail expansion – A 1.5-mile multi-use trail will be added from White Bear Avenue to County Road F, a major milestone in connecting pedestrian and bicycle facilities in the city of White Bear Lake and White Bear Township as part of the Lake Links Trail network. The new road design will include a two-way roadway with trail from White Bear Avenue to McKnight Road and a one-way roadway with a trail from McKnight Road to County Road F.
  • County Road B2 and Lexington Avenue intersection reconstruction – Dedicated left and right turn lanes will be added on County Road B2 to better control traffic and improve safety at this intersection in Roseville. Other improvements include a new turn signal and increased buffer space for the existing trail at the southwest side of the intersection. Lexington Avenue will also be resurfaced from Highway 36 to County Road C2.

Ramsey County Public Works will resurface about 5.5 miles of county roads as part of its 2022 maintenance program, including portions of Jackson Street, Randolph Avenue and St. Paul Avenue. These projects typically include pedestrian crossing, traffic signal and pedestrian curb ramp improvements. Wheelage tax revenues — a $20 charge collected with annual vehicle registration — allow the Public Works department to keep pace with what had been a growing backlog of road segments in pressing need of repair.
