Are you a landlord in Ramsey County and have tenants who have been unable to make rent payments as a result of COVID-19?

Ramsey County landlords and renters can visit Saint Paul - Ramsey County Rent Assistance to apply for emergency rental assistance. Landlords can apply for rental assistance on behalf of their renters.

Renters who have received help through Zero Balance Project can continue to request more help through Zero Balance Project if they need it. 

If a tenant has applied to the state's RentHelpMN program, please do not submit an application on behalf of that tenant. Applying to both programs may delay or prevent payments

What expenses are eligible?

Unpaid rent dating back to March 13, 2020.

Unpaid utilities and fees included in the lease dating back to March 13, 2020.

  • Water.
  • Sewer.
  • Electric.
  • Gas.
  • Trash/solid waste/recycling collection.
  • Bulk fuel (firewood, wood pellets, propane).
  • Unpaid late fees. 

Up to 8% of total rent, as allowed by MN statute, dating back to March 13, 2020.

Three months of future rent (prospective rent).

  • Unpaid rent must be brought current before future rent payments are approved.
  • Utilities that are covered by the landlord as part of the rent payment are treated as rent.

If funding is available, you may submit additional applications for future rent (for three months at a time).
