Joint Development Authority (JDA)

The redevelopment of Rice Creek Commons is governed by the TCAAP Joint Development Authority (JDA). The JDA was created when a Joint Powers Agreement (JPA) between the City of Arden Hills and Ramsey County for the redevelopment of TCAAP was approved by both the city and the county in late 2012.

The JDA Board consists of two members from the Arden Hills City Council, two members from the Ramsey County Board of Commissioners and one appointed resident from Arden Hills serving as the JDA Chair for a two-year appointment.

JDA Committees

JDA committees typically consist of two JDA members, one each from the city and county, and are supported by city and county staff. Committees may invite other partners to join meetings on a case-by-case basis.

JDA Advisory Committee: The JDA Advisory Committee is a working group where JDA members and project partners discuss redevelopment progress and recommend topics to add to the JDA meeting agendas.

Current membership: Tena Monson, Tara Jebens-Singh.

Energy Advisory Committee (EAC): The EAC is a working group tasked with furthering the green energy and sustainability goals of the JDA. External partners and consultants who work in this field may be invited to participate in this committee to further its goals.
