Jason Yang named Ramsey County Chief Clerk – Director of Administrative Services

Portrait of Jason Yang.Ramsey County Manager Ling Becker has named Jason Yang (he/she) as the new Chief Clerk – Director of Administrative Services in the County Manager’s Office. Yang was selected through a competitive hiring process that began in April 2025.

Ramsey County, located in the heart of the Twin Cities metro area, is the second-most populous county in Minnesota and the most diverse. The Chief Clerk – Director of Administrative Services is an executive leadership position that supports the work of the Ramsey County Board of Commissioners and its committees. It oversees the board’s administrative functions, ensuring open and transparent public meetings, and providing strategic guidance aligned with the county’s goals and values.

“I’m pleased to officially welcome Jason Yang into this important leadership role,” said County Manager Becker. “Jason brings a wealth of knowledge in governance and administration that will help advance the county’s resident-first mission. As part of the county manager’s team, Jason will play a key role in aligning board operations with our strategic goals while promoting transparency and community engagement.”

In this role, Yang will oversee the county’s agenda review process, board documentation, and public meeting systems, while managing the Electronic Board Document Management System and serving as liaison to the Charter Commission. Yang will also direct the daily operations of the County Manager’s Office, supervise staff, manage budgets, and coordinate public hearings — all while advancing strategic policies that align with Ramsey County’s core values of People, Integrity, Community, Leadership and Equity.

Yang has served as Interim Chief Clerk – Director of Administrative Services since October and has been part of the Ramsey County Manager’s Office since 2022. In that time, Yang has supported strategic priorities, implemented standards and procedures to streamline operations, and built a high-performing, cross-functional team. A key achievement includes developing a more efficient recruitment and appointment process for Ramsey County’s community advisory boards, resulting in improved resident participation and retention.

Prior to his current job, Yang held positions at the University of Minnesota, The Mentor Network and Saint Paul – Ramsey County Public Health. Yang holds a Bachelor of Science and a Master of Public Health, both from the University of Wisconsin–La Crosse.

Yang officially began as Ramsey County Chief Clerk – Director of Administrative Services on July 21, 2025.
