Ramsey County’s Consolidated Plan

Every five years, Ramsey County, as part of the Dakota County Consortium, submits a Consolidated Plan to the United States Department of Housing and Urban Development  (HUD) which assesses the affordable housing and community development needs of suburban Ramsey County. The city of St. Paul has a separate plan.  The needs inform the use of HUD funds, including the Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) funds. The estimated total funding per year is $1,000,000.  

Ramsey County is considered a Community Development Block Grant (CDBG) entitlement community by HUD. Eligibility for participation as an entitlement community is based on population data provided by the U.S. Census Bureau and metropolitan area delineations published by the Office of Management and Budget. HUD determines the amount of each entitlement grantee’s annual funding allocation by using several objective measures of community needs, including the extent of poverty, population, housing overcrowding, age of housing and population growth lag in relationship to other metropolitan areas.

Community input is needed. Take this survey to help strategize the most effective, comprehensive and purposeful Consolidated Plan for 2020-2024. The survey will be available until January 7, 2020.
