Road Resurfacing

To keep our roads in good shape and make them last longer, we are doing some resurfacing work this year. Resurfacing helps fix wear and tear and makes the roads smoother and safer to drive on. Depending on the condition of the road, different methods are used. 

This year, we’re using two types of resurfacing: 

Reclamite Treatment 
This is a light surface treatment that helps seal small cracks and slow down aging. It doesn’t involve heavy construction and can extend the life of the road by 5 to 7 years before bigger repairs are needed.

Mill and Overlay 
This method removes the top layer of old pavement and replaces it with new blacktop. It’s used when the road surface is worn out and the foundation underneath is still solid. This makes the road smoother and safer without the cost and time of completely rebuilding it. 

ADA Sidewalk Improvements  
As a part of resurfacing, the county is working to meet accessibility needs to the current Americans with Disabilities Act (ADA) standards. This work is done in coordination with mill and overlay work. 

Timeline 

• Reclamite projects are complete for 2025.

  • County Road I: Rice Creek Parkway to Hamline Avenue 
    • Milling begins Friday, September 5. First layers are scheduled for the week of September 8. Final layer of paving scheduled week of September 22. 
  • County Road D West: Highcrest Road to Cleveland Avenue 
    • Milling begins Friday, September 12. The week of September 15, overnight milling work is scheduled between Old Highway 8 and the 35W overpass. Paving is scheduled for daytime the same week. 
  • Beam Avenue: US Highway 61 to Swanson Street 
    • Milling and paving is scheduled the week of September 22.  
  • County Road D East: Flandrau Street to Bittersweet Lane 
    • Milling and paving is scheduled the week of September 22. 
  • Van Dyke Street: Ripley Avenue to White Bear Avenue 
    • Milling and paving is scheduled the week of September 22. 
  • Pennsylvania Avenue: Rice Street to the Jackson Street exit 
    • Milling and paving is scheduled the week of September 22. 
  • Division Street: Stillwater Street to Park Street 
    • Milling and paving is scheduled the week of September 29. 
  • McKnight Road: Burlington Road to Pond Avenue 
    • Milling and paving is scheduled mid-October. 

Traffic Impacts 

Watch for traffic cones and signs in work zones. Follow direction of on-site flaggers and any posted signage.
