South Shore Boulevard will be reconstructed from White Bear Avenue to County Road F (East County Line Road) in 2022 to add a 1.5-mile multi-use trail along the roadway as part of the Lake Links Trail network. The trail will connect White Bear Avenue in the City of White Bear Lake to East County Line Road in White Bear Township, improving pedestrian and bicyclist connectivity, comfort, safety and access.
The new design includes a two-way road with trail from White Bear Avenue to McKnight Avenue and a one-way eastbound road with trail from McKnight Avenue to County Road F.

Timeline
Construction is underway and will last through July 2023.
Reconstruction of the two-way section – with the new trail segment – from White Bear Avenue to McKnight Road will be constructed summer 2023.
Remaining construction from McKnight Road to Bellaire Avenue is underway.
Remaining asphalt on one-way section between Bellaire Avenue and County Road F will be installed summer 2023.
Traffic impacts
South Shore Boulevard remains closed to through traffic in both directions from White Bear Avenue to County Road F and is expected to open to permanent one-way traffic July 2023. A signed detour is in place using White Bear Avenue, County Road F and East County Line Road.
Residential access will be maintained throughout the project. Residential traffic will only be able to travel one way between Bellaire Avenue and County Road F (East County Line Road).
Additional closures between White Bear Avenue and McKnight Avenue will be required during construction in 2023.
White Bear Avenue at South Shore Boulevard is now open to traffic.
