Lexington Parkway Reconstruction (Phase Two)

Lexington Parkway will be extended from West 7th Street to Shepard Road in Saint Paul. This is the second phase of work to redesign and reconstruct Lexington Parkway near West 7th Street, improving safety and traffic flow while creating a more clear connection to the Mississippi River. Construction is scheduled for 2022. 

The first phase detached Lexington Parkway from the intersection at West 7th Street and Montreal Avenue by curving the road through the former school district property (new Lexington Landing development). The new road includes one traffic lane in each direction, one bike lane in each direction, sidewalks on both sides and a new signal system at the intersection of West 7th Street and Lexington Parkway.

Phase two will build upon the phase one realignment and connect Shepard Road to Adrian Street by reconstructing the existing Elway Street and using existing county-owned property.

The preliminary design process is underway. The purpose of the project is to:

  • Finish the connection of Lexington Parkway/Elway Street (Montreal Avenue to Adrian Street).
  • Reconstruct Elway Street (Shepard Road to Montreal Avenue).
  • Make the street safer for people who walk, bike and drive.
  • Improve aging pavement and utilities.
