A federal government shutdown will not immediately impact any Ramsey County services.
Home Improvement Programs
Ramsey County offers help to homeowners with energy efficiency, weatherization and repair projects.
Note: Deferred loans do not have interest or monthly payments. In the case of the energy loan and the rehab loan for low-income households, the loan must be repaid only when the homeowner refinances, sells, transfers interest or moves from the property within ten years after the loan is made. This deferred loan also decreases at the rate of 10 percent per year after the first year, and will be totally forgiven after the tenth year.
Critical repair program
This program is funded through the Community Development Block Grant CARES Act which provides up to $5,000 grants to eligible owners of single-family homes in suburban Ramsey County for health, safety and code repairs that have not been completed due to the affects of COVID-19. Single-family homeowners must be 80% AMI or below to qualify.

Energy conservation deferred loan program
This program provides 10-year deferred payment loans to improve energy efficiency to one to four unit owner-occupied properties throughout suburban Ramsey County. Loans are restricted to low- and moderate-income households (for example, a household income of below $79,900 for a family of four) and must be recommended through an energy audit. Financing for loans of up to $10,000 is available for measures which reduce home energy costs and emphasize fast payback in reduced energy bills such as:
- High efficiency heating systems.
- Attic/wall/foundation insulation.
- Weatherization.

Residential rehab deferred loan program
This program is currently not accepting new applications.
This loan program is for repairs that enhances the safety of your home. Up to $20,000 is available as a deferred loan, forgiven at 10% per year and fully forgiven if you remain in the home for at least 10 years. Eligible homeowners must be at 80% Area Median Income (AMI) and own a single-family home in suburban Ramsey County. Eligible repairs to a home include:
- Exterior painting.
- Electrical.
- Plumbing.
- Furnace.
- Structural and foundation problems.
- Stucco or siding.
- Doors.
- Windows.
- Roof.
- Decks and/or porches.
- Sidewalks and/or steps.
- Retaining Walls and/or Fences.
- Skylights.
- Garages.
- Lead abatement.

Applicants must reside in one of the following Ramsey County cities: Arden Hills, Falcon Heights, Gem Lake, Lauderdale, Little Canada, Maplewood, Mounds View, New Brighton, North Oaks, North Saint Paul, Saint Anthony (partial), Roseville, Shoreview, Vadnais Heights, White Bear Township, White Bear Lake.

Minnesota Housing programs
Dayton’s Bluff Neighborhood Housing Services is now an eligible lender for Minnesota Housing’s Rehabilitation and Fix-Up programs throughout Ramsey County.
