Ramsey County, in cooperation with the City of St. Paul, are developing preliminary design concepts for the reconstruction of Pennsylvania Avenue between Rice Street and Mississippi Street.
The Pennsylvania Avenue Reconstruction project aims to study existing conditions, engage the community, develop a future vision, and identify a preferred design layout for the corridor.

Goals
- Balance freight, vehicular and multimodal traffic needs by prioritizing safety, accessibility and convenience.
- Ensure transportation improvements benefit all segments of the population.
- Coordinate with local jurisdictions and agencies regarding ongoing, programmed and future projects.
- Identity a preferred design layout to move into Final Design for reconstruction in 2028 or 2029.
