Riverview Corridor Station Area Planning Task Force

The Station Area Planning Task Force will guide the development of station area plans within the City of Saint Paul. Upon completion of the station area plans, the Station Area Planning Task Force will forward them to the Policy Advisory Committee for a recommendation on approval prior to the plans being forwarded to the City of Saint Paul’s Planning Commission for amendment into the city’s comprehensive plan. The Station Area Planning Task Force, with the support of Ramsey County, the City of Saint Paul, and consultant staff, will also advise on community engagement efforts related to station area planning including hosting a series of station area planning-specific community engagement events.

The station area plans will guide land uses within walking distance (½ mile, generally) of Riverview Corridor Modern Streetcar stations within the City of Saint Paul. The plans will cover land uses, building form, multimodal connectivity, and public realm. The goal is to provide a vision for each station area to thrive as a result of the transit investment, develop supporting policies, and identify specific implementation steps for each plan. The intent is for the plans to guide the next twenty or more years of development.

As long as social distancing is recommended by public health officials due to the COVID-19 pandemic, meetings will be held virtually on a free-to-use platform. When in-person meetings are again safe and feasible, they will be held at a location in Saint Paul on or near the proposed Riverview Corridor route at a location that is accessible by public transit.

Station Area Planning Task Force members are expected to serve during the nearly three-year period between early 2021 and late 2023, or until station area plans are completed. The Station Area Planning Task Force is expected to meet every one to two months during this period. Meetings will be approximately two hours in length and will be held on weekday evenings. Should members resign before completion of the Engineering and Pre-Environmental Phase, the Policy Advisory Committee may choose to reopen applications to fill the vacant position(s) or draw from the initial applicant pool.

After guiding the development of station area plans for station areas within Saint Paul, the Task Force will forward the station area plans to the Policy Advisory Committee for a recommendation on approval and the Planning Commission of the City of Saint Paul for amendment into the city’s comprehensive plan.
