Affordable Housing Infrastructure Investments

Private developers, nonprofits and local governmental entities have an opportunity to apply for funding for new or existing housing projects that aim to increase and/or preserve affordable units for residents across Ramsey County. Local and federal funds are offered in a consolidated application through a competitive solicitation process. Priority is given to projects that include deeply affordable units at 30% Area Median Income (AMI) and commit to long-term affordability.

Goals

• Reduce the number of cost-burdened households.
• Increase access to affordable housing in racially and ethnically diverse communities.
• Enhance resources and outcomes to support communities in achieving a wide variety of housing affordability.

Eligible projects

• Multifamily Rental Housing
  • The new construction of permanent general occupancy rental housing for low- to moderate-income renters with a minimum of two units, which may include permanent supportive housing.
  • The acquisition and rehabilitation of permanent general occupancy rental housing for low-to-moderate income renter households with a minimum of two rental units, which may include permanent supportive housing.
  • The preservation or rehabilitation of existing permanent general occupancy rental housing for low-to-moderate income renter households with a minimum of two units, which may include supportive housing.
• Owner-occupied Housing
  • The acquisition and rehabilitation of existing housing units by nonprofit or government agencies for affordable homeownership programs for low-to-moderate income residents. 
  • The new construction of owner-occupied units for sale on the open market or through a nonprofit homeownership program for low to moderate income residents.
