Serious & Career Offender Accountability & Rehabilitation (SCOAR) Program

The Serious & Career Offender Accountability & Rehabilitation (SCOAR) Program is an initiative to monitor the charging, bail conditions, prosecution, sentencing, and probation of 300 career criminals and repeat juvenile offenders in Ramsey County.  Career offenders are defined as individuals who have been convicted of three felony offenses or two violent felonies. 

The SCOAR Program ensures accountability and transparency of the justice system in keeping the community safe.  The goal of the SCOAR Program is to intervene to end the cycle of criminal behavior by promoting personal change and ensure services are provided.

Consistent with the Sheriff’s Office commitment to trust, accountability, and transparency, public information is posted on this page related to career offenders and their criminal justice system outcomes.
