The pandemic highlighted a deep digital divide among residents, sparking the county’s commitment to increasing Federal Communications Commission’s Affordable Connectivity Program (ACP) enrollment with its program, Ramsey Connected

A recent study of Ramsey County indicated that just 1 in 4 Ramsey County residents of color had the connectivity they needed as the pandemic shifted life online. Through the ACP grant program, our strategy is to develop a strong network of partners to provide digital connection opportunities for all eligible residents including a focus on Black, Indigenous and racially and ethnically diverse communities.

The county will partner with 3-5 community-based organizations, using the highly successful Trusted Messenger model developed during the pandemic. ACP trusted messengers will act as liaisons to community members and provide outreach, engagement, resource connections and referrals of racially, ethnically and culturally diverse communities.
