This project represents the continuation of the Phase I county redevelopment of Lake Owasso County Park construction. The city of Shoreview has planned a full reconstruction of Owasso Boulevard North between Soo Street and Victoria Street, and will continue on to the second phase of construction of the park. The park will be closed during construction, and access to the boat launches may be interrupted.
In 2020, work will continue closer to the park, with the work in or adjacent to the park beginning mid-summer. This work will include reconstruction of the Owasso boat launch, stormwater improvements, reconstruction of the parking lot on the beach side along the road, trails, sidewalks, crosswalk construction and utility work.

Project status
The reconstruction of Owasso Boulevard North and Phase II of the park improvements has started. The Owasso boat launch will periodically be closed July 6 - fall 2020. The Wabasso launch will remain closed for the 2020 season. During this time, no trailer parking will be available.
Construction Phasing:
The project is broken into two main phases, with construction beginning at the west end of the Owasso Boulevard North corridor. Some limited excavation may take place in this area of the park. The second phase of the project will impact the east end of the road from Soo Street to the park. The last phase will be in the area of the park itself. Construction will go into the early fall.
Timeline
- Lake Wabasso parking lot and boat launch closed – November 2019 - fall 2020.
- Reconstruction of Lake Owasso launch parking and access – summer 2020.
