The Ramsey County Correctional Facility houses and provides programming for men and women sentenced up to one year in Ramsey County.
COVID-19 information and resources
Personal visiting has resumed. Visiting hours are Monday - Friday, 12-1 p.m. In-person professional visits have resumed, with visitors still offered the option to meet with residents via Zoom.
School, chemical dependency treatment and cognitive behavioral programs are taking place in-person. All residents are offered a COVID vaccine upon intake. All RCCF staff have been offered a COVID vaccine.
Admissions
If ordered to report on your own to the Adult Corrections Facility, it is your responsibility to report on the date and time issued by the court. Only your sentencing judge may change the report date.
When turning yourself in, you must:
- Be on time.
- Be drug and alcohol free.
- Bring a copy of the commitment issued by the court.
All inmates are given a hygiene bag after being admitted.
Items you may bring:
- Cash or money orders. Personal checks will not be accepted.
- Current prescription medications or devices.
- Prescription glasses or contact lens and case. Solution is provided by the facility.
- Photographs (4”x 6” maximum size).
- A paper list of phone numbers you may want to call during your stay.
- You will not be able to wear jewelry, including body piercings.
Females are not allowed to have acrylic or gel nails, make-up (except for Work Release), cosmetic contact lenses, false eyelashes or wigs. Any hair weaves must be secured to the head with glue or you will have to remove them.
Personal belongings
You will not be allowed to release property after admission. Inmates are given one opportunity during the admission process to release any property in their possession to a family member or friend. These items will be mailed to family or a friend at no cost to the inmate. Do not bring any extra clothing or property. You are not allowed to leave your vehicle in the RCCF parking lot during your incarceration. If possible, leave your car and house keys with a trusted family member or friend in case there are matters that need attention during your stay.
Money
Cash or money orders may be deposited by family or friends into an account in your name at the kiosk in the front lobby, Monday through Friday from 8 a.m.-4 p.m. Deposits can also be made for a fee online after your admission so that you can purchase canteen items.
Canteen
Canteen is a method in which items that are not allowed to be brought into the facility can be purchased from the money in your facility account. Items include food, drinks, and toiletries. Phone time can also be purchased through canteen.
Classification
All inmates committed to the RCCF have a classification interview and are assigned a custody level, living unit and work assignment based on risk/needs criteria. Additional follow-up interviews with a caseworker will focus on treatment and program services that address each inmate’s needs.
Programming
The Ramsey County Correctional Facility offers a variety of programs for inmates who want to get their GED, learn new skills, begin a recovery program, or explore their faith.
- Men’s and women’s learning centers: The centers provide adult basic education programs in reading, writing, math, and GED prep.
- Health care: Health care professionals work with inmates onsite to provide access to medication, test for diseases, collect lab work, promote good health care habits, assist with evaluating suicidal tendencies and provide, dialysis, physical therapy, and OB/GYN services. Health and medical information about inmates are private and cannot be shared with anyone, not even the family.
- Recovery programs: Programs are available for inmates dealing with alcohol, drug, or other addictions.
Electronic home monitoring
The electronic home monitoring program allows eligible clients to serve their sentence at home and in the community while under the supervision of CAP. The program allows clients to maintain employment as well as family and community support. Clients will receive good time on EHM but not custody credit, except on his/her RCCF sentence.
Eligibility requirements
- Must be authorized by your judge.
- Minimum of 14 days but a maximum of 150 days to serve.
- Stable housing.
- Domestic Abuse Unit (DAU) clients are EHM eligible at the RCCF unless:
- They have committed a new person offense.
- They have committed a technical violation involving a victim.
- Live within a 75-mile radius of Saint Paul.
Terms which will not allow participation in EHM:
- Felony conviction in the last three years.
- Person offenses in the last two years.
- Active warrants or holds.

Releases
Most inmates are released from the Ramsey County Correctional Facility at 7 a.m. If you are picking someone up, wait in the parking lot. Some inmates are released later in the day due to discipline or by court order. Make sure you know when the person you are picking up is being released.

Community Alternative Program
The Community Alternatives Program (CAP) is a program offered by Ramsey County Correctional Facility. CAP is used for eligible Electronic Home Monitoring (EHM), work release, treatment, court, DWI, or probation violation clients. Clients interested in serving their RCCF sentence on one of the CAP programs are required to contact a program coordinator at 651-266-1432 immediately after sentencing to begin the application process. CAP staff determine which electric monitoring program option would be best for each client.
Unlike Electronic Home Monitoring, CMP takes the place of serving a sentence at the RCCF. It is an option allowed by the courts for a probation violation that has no tie to jail time.

CMP Options
- Electronic home monitoring with alcohol monitoring: Used to keep an eye on sobriety and curfew of high risk DWI and alcohol offenders. Clients are placed on the program until the client has completed a chemical health evaluation and/or entered treatment.
- Alcohol monitoring only: Clients are free to come and go as they please. However, they must use the portable breath testing device when instructed. Clients can be placed on the program until they have completed a chemical health assessment and/or have begun treatment.

297 South Century Avenue (approximately one mile south of Interstate 94 on Century Avenue) in South Maplewood.
Work/school release
The work/school release program allows eligible clients to continue their job or attend college while serving their sentence on EHM. Clients may also use a GPS device.
School release terms
- Clients must provide a tuition receipt, class schedule and/or HS/GED counselor confirmed.
- Students under the age of 24 will be allowed to attend GED or HS classes (special education students may be older than 24).
Terms to participate in work release
- Two weeks confirmed continuous employment up to admission to program.
- Court authorizes CAP Work Release.
- Minimum work hours 20 per week.
- Work hours cannot exceed 60 hours including travel time.
- Must be employed within a 75-mile radius of St. Paul.
- Travel time to work and from work must not exceed 1.5 hours.
- CAP must be able to reach client’s supervisor by phone or meet client on site.
- Sign CAP Agreement for Work Release.
- Self-employed clients must provide a 1099 and/or legal business documents.
Conditions which will not allow participation in work release
- Failing to abide by court orders.
- Poor work attendance.
- Working out of zone.
- No holds or warrants.
- Failing a UA may result in removal from program.
