Pretrial Navigator Solicitation

The Ramsey County Office of Safety and Justice together with the Bail Reform Work Group has created a new Pretrial Navigator services program. We are now seeking a community-based organization (CBO) to serve in the Pretrial Navigator role to work with individuals who are released from the Ramsey County Adult Detention Center without requiring bail and who are interested in navigator services. The selected CBO will coordinate across multiple Ramsey County departments in the justice system and multiple contractors to provide services to qualified individuals who agree to participate in the Pretrial Navigator services program.

The Pretrial Navigator must contact participants within two hours of release from the Adult Detention Center and develop an individualized communication plan to ensure their first appearance in court. The Pretrial Navigator can also make additional recommendations for services.

Initial support services for the individual can include but are not limited to:

  • Transportation cost to and from court.
  • Clothing for first court appearance.
  • Childcare for the day of court appearance.
  • Prepaid phone or prepaid phone card.

Referrals for services initiated and tracked by the Pretrial Navigator include but are not limited to:

  • Emergency housing or shelter.
  • Emergency food pantry.
  • Mental health or medical services.
  • Drug treatment services.

The selected CBO is not responsible for processing payments or funding the services provided to the individual. Ramsey County Office of Safety and Justice will develop a mechanism for the CBO to request funds for these services.

*Following proposal evaluations and contractor interviews, the selected contractors will receive a Notice of Intent to Award letter. This is not a guarantee of a contract. The final awards will be determined following contract negotiations.
