Housing Service Providers & Landlords
Ramsey County’s Coordinated Entry for Everyone works to end homelessness in our community by quickly moving clients into housing service provider vacancies that best support their needs.
Coordinated Entry is organized in two different processes:
- Coordinated Access to Housing and Shelter (CAHS): For families with at least one adult age 18 and older and at least one dependent child.
- Coordinated Entry for Youth and Singles (CEYS): For youth under age 25 or parenting youth age 17 and under, and single adults age 25 and older.
Hotel Shelter Program
The Hotel Shelter Program was developed as a COVID-19 response for residents experiencing homelessness in congregate care settings. The program is designed to depopulate the traditional shelters to allow for social distancing, compliance with CDC guidelines and provide shelter for homeless residents of Ramsey County.
This program is by referral only. Outreach workers, local shelters, county case management and other government entities can make referrals using the link below.

Information for housing service providers
Local Housing Service Providers who are looking to work with Ramsey County's Coordinated Entry for Everyone should follow the steps below:
- Complete the CEE Cooperative Agreement and email the completed form to: [email protected].
- Complete the Project Eligibility Survey and email the completed form to: [email protected].
- Notify the priority list manager if you use the Homeless Management Information System (HMIS) by emailing your HMIS Provider ID to:
- CEYS (single adults ages 25 or older, and couples without dependent children): [email protected].
- CEYS (youth ages 24 and younger or parenting youth ages 17 and younger): [email protected].
- CAHS: [email protected].
- If your organization does not use Minnesota’s Homeless Management Information System, consider joining! Data from HMIS is used to help mark progress toward ending homelessness and understand needs within the population we serve. For more information, visit the HMIS MN website.
- Review the Coordinated Entry for Everyone policies and procedures.
- Send housing vacancies by completing the vacancy form and emailing the form to the priority list team (see form for directions).

Information for landlords
Landlords looking to rent to someone who has a history of homelessness can become a Housing Support (formerly known as Group Residential Housing) site.
