RiversEdge Project Materials
RiversEdge is a nearly five-acre site located at the southwest intersection of Wabasha St. and Kellogg Blvd., overlooking the Mississippi River in downtown Saint Paul.
After deconstructing the former Adult Detention Center and Ramsey County Government Center West buildings to prepare the site for new development, Ramsey County entered into a preliminary development agreement with AECOM. The proposed $800 million development called RiversEdge with four new towers and a nine-acre urban park will be a transformational project for our region, especially as we move into economic recovery. The project as a whole – the interwoven pieces of public park and office space along with housing – is needed to position the city as a place where Minnesotans want to stay and where professionals from around the country want to move to. At full build-out, the proposed private development would bolster and diversify the county, city and school tax base, generating an estimated $15 million in annual property tax revenue.
Ramsey County has entered into a preliminary development agreement with AECOM. Over the last year, significant progress has been with nearby stakeholders, including railroad and utility providers and other local communities.

Deconstruction project scope
Ramsey County funded the deconstruction and remediation of the former Adult Detention Center and the Ramsey County Government Center West buildings to prepare the site for new development.
The project included three primary elements:
- Removal and disposal of all hazardous waste from inside the buildings - mostly asbestos-containing material.
- Deconstructing the buildings, including harvesting materials for resale, reuse or recycling where possible.
- Building a concrete retaining wall for long-term erosion control secured to the bluff by rock bolts along its length.
A total of seven buildings that were constructed on the site between 1886 and 1979 have been removed. The final phase of the project involved the construction of a retaining wall along the river bluff which was substantially complete in November 2017.
